Conceptual Schemes Delivery Systems Demonstration Programs Early Childhood Education Educational Programs Elementary Secondary Education Federal Legislation Handicapped Children Models Based on the experience of implementing a demonstration model entitled Direction Service Model (DSM) in San Mateo County (California), the report describes one approach that can be utilized in the implementation of a federal law such as P.L. 94-142, the Education for All Handicapped Children Act. An introductory section includes a listing of services provided by the model (such as dissemination of information to those working with handicapped children) and covers San Mateo County programs innovations (such as the team learning center, experimental program for hearing impaired preschoolers, adult school and home teaching, and modification of graduation requirements for special education students). Section II delineates the various steps taken by the DSM staff during the eight project tasks: establish an advisory board; formulate direction service model, procedures, and forms; establish brocure library; begin serving clients; discuss cases handled; establish a reference file on all San Mateo Agencies; setting up a permanent system; carry out public relation efforts; and contact other DSM projects. A final section provides a synopsis of the first year's activities from the individual's and system's perspectives. Appended materials include job descriptions and vitaes, a list of agencies who responded, and the DSM abstract. (SBH)
