Major considerations include informational problems of the existing small library facility, i.e., locational and subject access, need for current awareness information, lack of adequate library space, and general procedural problems; proposed functions of the new library; and a budget for the first year of operation, including costs of equipment, materials, supplies, and personnel. Appendices include expenditures required to implement Phase I recommendations; an annotated list of materials recommended for inclusion in the firm library in the area of environment and related engineering fields; a selected list of data bases; a manual of procedures for acquisition, processing, and utilization of library materials; and photocopies of several pages from the Library of Congress subject heading list with a discussion of advantages of its use.
