Financial Support Government Role Libraries Library Administration Public Libraries This overview of library finance issues examines governance issues at the state level, the nature of state enabling legislation, the organizational framework at the state level, state-local relationships, constituency characteristics and requirements, and governance characteristics at the local and regional levels, as well as the need for improved balance in funding for the public library and subsidy mechanisms used in library support systems. A national study designed to explore and recommend possible linkages in the various state funding streams, policies, and mechanisms in support of all types of libraries is strongly recommended. (JAB)
