Evaluation Criteria Evaluation Methods Library Administration Library Circulation Library Facilities Library Research Operations Research Performance Criteria Personnel Public Libraries State Libraries Systems Analysis Measurements of materials and library operations were carried out in five public libraries and an observation study of staff work was conducted in the Hawaii State Library. The goals of this phase of the larger state study included testing and modification of measures to ensure their applicability to public libraries in the state, and the development of findings that could be used for recommending changes in the library system. Measurements were reported in four general operations categories: (1) making materials available to users, (2) making library facilities and equipment available to users, (3) making staff available to users and other personnel considerations, and (4) managing library resources.
