The findings indicate the need for a central coordinating state library agency with multi-type library concerns that could strengthen the role of other state agencies concerned with library development. In light of these findings, the approach appearing most favorable to Alabama, which would provide better library service to the people in a cost-effective fashion, involves the voluntary creation of self-governing cooperatives composed of all types of libraries, which would be aided by state funds based on negotiated program agreements. Recommendations for implementing these ideas are provided--specifically, those concerning a general plan for cooperative library systems, including necessary legislative changes and organizational aspects, as well as those for cooperative systems of different kinds of libraries: academic, public, school, and special. Charts of the proposed organization for both interlibrary cooperation at the state level and a district library system are included. (JD) |
