Administrative Organization Bibliographies Cultural Context Decentralization Economic Climate Library Cooperation Library Networks Library Role Library Surveys Models State Agencies State Government State Legislation State Libraries Statewide Planning Tables (Data) In order to provide the citizens of Alabama with the best possible library service for a given level of funding, this study recommends a model for the organization and funding of multi-type library cooperation in the state, based on a review of past developments and current conditions, together with proposed changes in state library legislation and regulations. Information was gathered from group meetings of librarians representing different types of libraries, as well as from extensive travel throughout the state by the on-site project director, who discussed library development with library staffs. Included in this study are a review of the significant background characteristics of library affairs in the state (physical, cultural, economic, and governmental), and discussions of the conditions, needs, and services of the four types of libraries under investigation (academic, public, school, and special). The concept of cooperative organization is examined for each group. The final sections deal with various legal and regulatory considerations that such a proposal entails. Maps and data tables are used throughout the study, and excerpts from the Code of Alabama (1975), as it applies to each type of library, are appended. A selective bibliography of books and documents used in the study is also included. (JD)
