This pamphlet reports on the progress made in the first year of planning during four meetings directed at potential activities, the international flow of books, organizational structure, and the history of books and printing. Also included is a list of advisors and Library of Congress staff members who attended one or more of the meetings and a verbatim reproduction of PL 95-129. (JVP)
