Recommendations for a national program are presented as eight priority objectives, and various facets of the nationwide network concept are discussed--major federal responsibilities; organizational relationships and supporting responsibilities; responsibilities of state governments, the private sector, and the Library of Congress; proposed legislation; and funding.
