Programs in elementary and secondary education reported on include the New York City Project, Elementary Secondary Education Act funding, racial integration, programs for gifted and talented students, education of the handicapped, migrant programs, and multicultural education. Advances in higher and professional education reported on include services for nontraditional students, professional licensing and conduct, aid to independent colleges, equal access programs, aid to students, and assuring educational quality.
