Audiotape Recordings Blindness Disabilities Feasibility Studies Magnetic Tape Cassettes Program Descriptions Questionnaires Radio Recreational Reading Services Talking Books This is the Final report of a 3-year, 3-phase experiment on the Telebook service, which is a system for delivering the recorded voice of Talking Books directly and electronically to the homes of blind and handicapped persons upon their request at any time of the day or night. The purpose of the third phase was to determine the long-term feasibility of Telebook service, with special emphasis on the question of long-term costs, user and institutional acceptability, and technical performance. The service was offered to all qualified readers in Columbus (Franklin County), Ohio, over a period of nine months, from October 1977 to June 1978. A series of technical measurements was performed to determine comparative, quantitative parameters of audio quality for the semi-automatic and automatic Telebook systems used by readers. A list of 24 recommendations from this study are presented for those who might be involved in planning future replications of Telebook. Appendices include (1) descriptions of both automatic and semi-automatic Telebook systems with operating and maintenance instructions; (2) Telebook staff job descriptions; (3) reader's introduction to Telebook operation; (4) reader recruitment letter; (5) Library of Congress reader survey questionnaire; (6) press conference material; (7) Federal Communications Commission order regarding frequency constraints for cable television systems (excerpt); and (8) agreement in principle between Columbus cable corporations and The MITRE Corporation.
