Sewell, Winifred Change Strategies Classification Employment Problems Employment Qualifications Federal Regulation Futures (of Society) Government Employees Government Libraries Information Services Job Analysis Labor Standards Librarians Professional Personnel Program Descriptions Research In order to effectively change the Civil Service Commission qualification and classification standards for Librarian and Technical Information Services professional positions, these standards must be examined with regard to current conditions as well as future developments in technology and socioeconomic and political trends that will affect staffing. A totally new approach to staffing guidelines is needed because of the increased importance of the information as a resource and management tool and the continuing expansion and rapid change in technology. Each library/information center function must be examined as it is covered in the present standards and as it has changed and will develop in the future. Based on these evaluations, it is recommended that the definition of librarianship/information service be broadened, and that the two separate professional series be combined since the reasons for their former separation are no longer valid. In addition, there should be continuously updated hierarchies to allow for a combination of subject and function education and experience. The precision of a match between the job and applicant would be increased through the use of sophisticated information handling techniques. A panel of information professionals would monitor classification/qualification actions and administer the guidelines. (Author/CWM)
