Basic elements of the year included: enrollments throughout the system increased by 3 percent over the previous year and the system maintained its ranking as ninth largest in the nation; fiscal support was increased; the system received an equitable share of the available state dollars; tuition and maintenance fees were not increased; system personnel were provided an average salary increase of 8.2 percent; and the General Assembly earmarked special funds for campus improvements for needed maintenance projects. Appendices include headcount enrollment data, information on degrees and certificates awarded in 1977-78 by university, data on faculty rank by degree for each university, a summary of library holdings, changes in academic units, off-campus locations of each university or college, summary of student financial aid awarded, information on construction programs, and financial data.
