The functions and responsibilities of three state agencies--Massachusetts Board of Library Commissioners, Massachusetts Board of Education, and Massachusetts Commission for the Blind and Regional Library for the Blind and Physically Handicapped--are examined with regard to policies involving administration of library programs. The purposes, criteria, and priorities for seven programs are outlined as an action program for meeting state goals, and involve a statewide and regional impact program; a local impact program; a statewide education and training program; a statewide public relations program; a statewide standards program; and programs for the blind and physically handicapped and institutionalized. A 5-year graph for the action program is included. (CWM)
