Benne, Mae Administrative Change Bibliographies Budgeting Children Library Circulation Library Collections Library Role Library Services Professional Personnel Programing Public Libraries Reference Services Tables (Data) Urban Areas This study sought to identify the roles and functions of the central children's library as performed in 27 urban library systems in the United States and two in Canada, and to determine how they have been affected by (1) changes in the central city, (2) changes in administrative patterns, and (3) priorities set in response to the financial problems of large urban centers. Findings, supported with 36 data tables, cover users of the central children's library, staffing, administrative patterns governing the central children's library, circulation and registration, collection and budgeting, reference and information, programming and promotion of services, and perceptions of roles and functions of the central children's library. Conclusions and recommendations are made concerning roles, staffs, functions, audiences, administrative organization, and further areas of study. Appended are tables that show the library systems studied, the tenure of respondents in their present positions, the professional background of the line supervisors, the ranking of user groups by children's librarians, a comparison of priorities for circulation and programming, the percentage changes in functions of the central children's libraries (1970-1975/76), and the first choice of children's library staff for service or program additions.
