Databases Developing Nations Futures (of Society) Information Needs Information Science International Relations National Programs Needs Assessment Policy Formation Privacy Resource Allocation Shared Services Technological Advancement This discussion guide on the conference theme, Library and Information Services for Increasing International Understanding and Cooperation, reviews changes in information technology, the international politics of information, and the U.S. role as both technological leader and proponent of the "free flow of information" which call for a thorough reevaluation of U.S. foreign policies in information, and outlines five related issues for discussion by delegates. Background information is provided in each of the discussion-topic sections, which in turn are subheaded with sample discussion topics. The five issues address (1) the need of Americans for information from abroad, the need of other peoples for new types of U.S. information, and how these needs can be met; (2) the best way to develop comprehensive and well-articulated policies and procedures for sharing U.S. information; (3) the balance between the goal of broader information flow and the rights of private corporations and nation-states to control information they generate; (4) the desirability of reducing the underlying international imbalance in the ability to create and to disseminate information; and (5) how the U.S. can help developing countries meet their information and communication needs. A brief summary statement and an abstract in Spanish are included. (SW)
