Educational Resources Federal Legislation Learning Resources Centers Library Acquisition Library Planning Program Development School Libraries State Departments of Education State Federal Aid This handbook provides local educational agencies with the necessary information and instructions for participation in Part B of Title IV of the Elementary and Secondary Education Act (ESEA), which authorizes assistance for the purpose of acquiring school library resources and printed instructional materials to be used by children and teachers in public and nonpublic schools, and for the acquisition of equipment and materials suitable for instructional use in academic subjects. An application for funds under Title IV B is included with instructions for its completion. A program overview describes recent changes in the ESEA program, the allocation formula, an allocation notice, agencies receiving allocations, consortium projects, use of Title IV B funds, applying for those funds, planning, maintenance of effort, participation of nonpublic school children, selection of library resources, eligible and ineliglble expenditures, monitoring and evaluation, the administration of acquisitions, and fiscal guidelines.
