An institutional statement outlining TTC's affirmative position toward educational access for the handicapped is followed by an enumeration of 13 recommendations for the improvement of services to the handicapped. These recommendations include the establishment of procedures and regulations for handicapped services and programs; the creation of a student review board, a handicapped advisory committee, and a handicapped awareness program; and the implementation of an instructional development program to assist faculty in identifying handicapped students and meeting their instructional needs. The report then outlines TTC's legal obligations under Section 504 of the Rehabilitation Act of 1973, and then examines present and suggested services for the handicapped in the areas of admission and registration, academic advisement, student financial aid, veterans' affairs, job placement, and library services. The remainder of the report examines available community resources for handicapped education, handicapped instructional needs, physical barriers, sources of funding, grievance procedures, evaluation of handicapped services, and the role of a proposed Program Accessibility Committee.
