It is noteworthy that school libraries are the weakest in many library systems. There is a strong case to be made for a legal requirement that library services be established in all recognized schools and vocational colleges. In the long run, in most countries school libraries can be best ensured by including them in school legislation. A model for this may be found in Denmark and Norway. Such legislation should define the special task of the school library as a teaching tool, although that is not to imply exclusion of children's and young people's literature. Further, it is decisive that such legislation contain regulations specifying school library activities and that these distinguish between the activities of public and school libraries. In this way, neither loses its identity or is restricted in development. Regulations governing public and school libraries should be open and flexible to allow continuous revision in practice without revision in legislation. School libraries which will join with public facilities to meet the informational needs of individuals and society are desired. (RAA)
