Legislation Libraries Library Administration Library Planning Library Science Library Services Lobbying Statistical Data Statistical Surveys Statistics Statistics are basic to the legislative process and must be available in a form quickly and easily perceived to support library legislation. There should be a sound statistical base, fleshed out with practical examples, to impress legislators and lay persons. Communication of statistical data to decision makers requires a sound public information and public relations program. Furthermore, successful legislative strategy requires mutual allies and coalitions with like-minded organizations. Founded in 1876, the American Library Association did not open its Washington office until 1945. Within six months, legislation was placed before the Congress; however, it was 10 years before the first federal program for funding library services was signed into law. Within the next 10 years, three more programs were enacted for school libraries, medical libraries, and college level assistance for library training. Legislation establishing the White House Conference was passed in 1974 to provide an efficient way of developing a national consensus on the further development of libraries and information services. Continued congressional support for these programs can be achieved only by vigorous public relations programs supported by meaningful and detailed statistics. (RAA) |
