contents The National Legislative Network for Libraries: A Master Plan. Federal Legislation Legislation Libraries Library Networks Library Services Lobbying Master Plans Professional Associations State Legislation This pamphlet proposes a plan for synthesizing practices which will afford an intensive and systematical approach to the achievement of beneficial library legislation nationwide. The goal of the plan is to bring maximum constituent effort to bear upon the Congress, the several state legislatures, national and state administrations, and appropriate regulatory agencies, in support of library programs and the ideals of the library profession. Its specific objectives are outlined, and guidelines are offered in the following areas: (1) the establishment of a national legislative structure for libraries on the basis of state components, (2) the formulation of state library legislation committees, (3) the initiation of legislative contacts with federal and state officials, (4) the role of state legislative coordinators, (5) legislative advocacy within state capitols, (6) the role of federal relations coordinators, (7) communications with key proponents of beneficial library legislation, (8) the role of library association publications in reporting legislative activity, (9) the development of citizen newsletters on library legislation, and (10) the dissemination of relevant information from Washington.
