Prospects, Possibilities, and Alternatives for Federal Support of Libraries and Information Services: Design for the 1980's. A Background Paper Prepared as a Discussion Base for the Continuing Consideration of This Topic in Preparation for and during the White House Conference on Library and Information Services. Federal Aid Federal Legislation Federal Programs Financial Policy Financial Support Government Role Information Services Libraries Library Services Confined to an examination of the law, policy, and mechanisms through which federal funds are channeled directly to those institutions which provide access to information, this paper discusses a process designed to formulate the legislative and policy base for an optimal federal strategy for the fiscal support of libraries and information services. This process focuses on developing considered and reasoned answers to basic questions concerning the nature and pattern of federal fiscal support over the near range of five to ten years, and development by NCLIS and the library community of plans and strategies to influence emerging or needed change in the nature and pattern of federal funding. It presents an overview and objective for funding programs; characteristics of the present intergovernmental fiscal climate with implications for federal funding of libraries; existing federal programs in support of libraries and appraisals of their general effectiveness; and alternate models for federal support of libraries and information services. Appendices include several summaries: (1) a study on the proper roles of federal, state, and local governments; (2) recommendations for a 5-point intergovernmental strategy for reforming the system of federal assistance; and (3) description of federal support programs for libraries and information services.
