Data for a hypothetical system of 11 institutions of varying size and student level mix were used. The distributions for university administration and support include library support, student services, general administration, and general expense. These were compared with a measure of scale, or workload. In aggregate the formulas appeared to respond to both economies of scale and diseconomies of complexity although significant variation in the treatment of these issues by individual formulas appeared to exist.
