Part 2 contains procedures for institutional evaluation, organized around 10 functional areas of institutional concern: (1) philosophy and purposes; (2) control of administration; (3) faculty; (4) students; (5) finances; (6) physical plant; (7) educational program; (8) library; (9) extension and community service; (10) auxiliary activities. Part 3 describes procedures for the establishment of new institutions at all levels of higher education and in both public and private sectors.
