contents Building the Future. The Alabama Long Range Program for Library Development, 1980-1984. Federal Aid Financial Support Library Cooperation Library Planning Library Services Policy Program Descriptions Public Libraries Resource Allocation Based primarily on identified needs for library and information services for the citizens of Alabama, the goals of the five-year program described in this report are stated as follows: (1) to ensure the basic minimums of library and information resources and services adequate to meet the needs of the citizens of Alabama, (2) to strengthen the capability of the state library agency to carry out its responsibilities for assuring excellent library services and resources, (3) to encourage the development of cooperative activities and information networks to provide increased services by sharing resources, and (4) to coordinate and supervise the development of library services for special constituencies, including the disadvantaged, the handicapped, the unserved, the institutionalized, and persons of limited English-speaking ability. This report discusses library and information needs in the contexts of public library services, special services for special constituencies, and interlibrary cooperation; provides a detailed outline of the mission, goals, and objectives of the state's public library system; and details the policies, criteria, priorities, and procedures for the allocation of Library Services and Construction Act (LSCA) funds. Extensive appendices include state maps, state population data, and additional information on Alabama libraries. (FM)
