contents The Long Range Plan for Statewide Library Development in Connecticut, 1980-1985. Federal Aid Federal Programs Financial Support Library Planning Library Services Long Range Planning State Libraries State Programs Prepared to satisfy requirements of the Library Services and Construction Act (LSCA) PL 95-123, this long-range plan presents library service goals and objectives for the Connecticut library system for the next five years. The background of long range planning, the planning process, and problems to be overcome are developed within the framework of federal guidelines for programs and expenses. A mission statement and three overall goals are supported by program objectives which identify and develop needs, strategies, and primary responsibility for specific action plans. Appendices provide criteria for determining the adequacy of public library services; policies and procedures for evaluating federal programs, for disseminating federal program information, and for coordination of the LSCA program with other programs and projects; and criteria for allocating funds under LSCA Titles 1 through 3.
