Evaluation Methods Federal Programs Information Needs Library Administration Library Cooperation Long Range Planning Program Descriptions Public Libraries Questionnaires State Programs Public access needs for libraries of all types are assessed and plans of action to meet these needs are presented in this update of the Texas State Library's five year plan. Objectives for the next five years center around development of library services for the general public, the disadvantaged, the handicapped, and for institutions. In addition, plans of action are presented for increased video and film resources and for expanded library cooperation networks. Guides for evaluation and statistical reporting are provided, including questionnaires and forms for collecting materials, budget, and use data. These five areas are briefly discussed: (1) dissemination of information regarding the Library Services and Construction Act (LSCA); (2) coordination of LSCA programs with schools; (3) allocation policies and procedures for Title 1 (library development); (4) program criteria for Title 2 (library construction); and (5) demonstrations of Title 3 (interlibrary cooperation) programs.
