The program, as planned, will include reference and research work; interlibrary loans; an emphasis on children's services; recreational reading and browsing; a community education workshop; and such special attractions as summer reading, summer school, film festivals, and computer fairs. This report includes discussions and information on types of service to be offered, administration, staff responsibilities, collection and arrangement, hours of access, the library program, financial responsibility and expenditures, evaluation methods, and a project timetable.
