- Elements to be Incorporated in Library Network Legislation. Library Circulation Library Cooperation Library Networks State Aid State Legislation State Libraries Statewide Planning Drafted by the New Jersey State Library, this legislative proposal presents detailed provisions for the governance and support of a state library network. It creates a hierarchical networking structure to include libraries of all types, defines services and programs to be administered, and establishes administrative and funding mechanisms. Additional proposed legislation is outlined which reflects the concerns of county libraries, public libraries, and regional film centers, and includes the establishment of a statewide reciprocal borrowing program.
