The quantitative guidelines presented are arranged in three phases to enable Iowa schools to develop both short and long range goals for secondary media programs. Three goals or phases are specified for each of the following planning areas: professional and support staff, quarters and facilities, materials collection, professional staff materials collection, budget, equipment, and furniture.
