Futures (of Society) Government (Administrative Body) Government Role Guidelines Information Dissemination Information Needs Information Science National Programs Needs Assessment Objectives Planning Commissions Policy Formation This review of the 1,440 resolutions and recommendations from the first 35 Pre-White House Conferences identifies a strong grass roots appeal to expand traditional library services, to serve current constituencies more effectively, and to initiate and extend services to special constituencies that have been denied traditional library materials, services, and facilities. They also reflect a practical knowledge of the economic realities facing library and information services. Many address ways of improving the efficiency of services such as new technology, resource sharing, and increased library staff skills. Issues concerning governance, funding, and legislation also dominate the reports of many Pre-White House Conferences. Out of these emerges an abundance of issues, concerns, goals, and solutions from which to formulate the White House Conference objectives and topics to be covered. Appendices include a table showing the number of resolutions made concerning each of 18 issues by the individual states; a detailed outline of these issues including goals and means of achieving goals at the local, state, and national levels; a table showing major topic areas explored at each state conference; and a table showing the states which addressed each of 27 specific goals.
