Blindness Formative Evaluation Library Networks Library Personnel Library Services Library Surveys Physical Disabilities Questionnaires Tables (Data) Visual Impairments Volunteers This evaluation of the use of volunteers in the National Library Service for the Blind and Physically Handicapped (NLS) had five objectives: (1) to determine all categories of tasks currently performed by volunteers for network programs and to estimate the amount of time spent on each category by volunteers on a yearly basis; (2) to assess the current administrative resources of NLS and network agencies to support volunteer programs, e.g., time, training, funding, staff level; (3) to analyze cost and program effectiveness of current use as opposed to using paid resources to achieve the same end; (4) to analyze the current use of volunteers compared with ALA Standards; and (5) to project the most effective use of volunteers in the NLS and network programs for each specific task in the future. Findings and 13 recommendations for more effective use of volunteers are summarized in an executive summary. The study background and objectives, methodology (mail survey and interviews), data analysis, and findings are reported in more detail in the narrative report. Appendices, which constitute the major portion of the report, include copies of data collection instruments and standards of service for NLS volunteers, as well as extensive tabulations of data. (RAA)
