contents An Evaluation of Title I of the Library Services and Construction Act. Summary Report. Casey, Joseph And Others Construction Programs Decision Making Federal Programs Grants Library Facilities Library Services Methods Policy Formation Public Libraries State Federal Aid Tables (Data) The comprehensive evaluation of the effects and results of the federal program implementing Title I of the Library Services and Construction Act (LSCA) described in this summary report found that, in general, the program has contributed significantly to the development and provision of public library services. However, public libraries are increasingly being affected by the rising costs of services, which result in a diminished capacity to stimulate innovations and demonstrations. Despite its age of 25 years, the program continues to be of value, and any drastic curtailments could be expected to have significant and long term deleterious effects, especially in states highly dependent upon its funds. The report includes a description of the study methodology, as well as tables and figures of comparative data. (RAA)
