contents A Developing State Plan for Library Services. Academic Libraries Cost Effectiveness Financial Support Library Networks Library Planning Library Services Master Plans Public Libraries School Libraries State Aid State Libraries Statewide Planning This dynamic approach to a state plan for library services places clear responsibility upon the state library, the profession, and library users to monitor and evaluate library services of all types, to communicate the needs of state residents, and to perfect the delivery of quality services within the limits of cost effectiveness. While the plan at this stage is primarily a statement of goals to be amplified with specific recommendations over the next year, it contains a commitment to a continuing planning process. Task forces representative of both providers and users will be asked to produce reports that will provide detail as to implementation; such reports will be appended to this plan. The goals and subgoals have benefited richly from the many studies cited in the bibliography. This document synthesizes these reports and represents a consensus arrived at with the help of a representative advisory group. It has been reviewed by numerous persons at regional meetings, representatives of other advisory groups, and major professional organizations representing the library and information services community.
