It is designed for use by educational agencies which are completing the IV B Application Form or the Annual Supplement III. The guide contains materials on the planning and selection of school library resources, eligible and ineligible expenditures, the state allocation formula and agencies receiving allocations, where to apply for funds, and project monitoring and evaluation procedures. This planning manual also includes information on participation of non-public school agencies in receiving funding support, and provides fiscal guidelines and filing requirements for all agencies to consider prior to completing the IV B application for the fiscal year 1981-1982.
