Merriam, Betsy Academic Libraries Library Administration Library Cooperation Library Networks Library Research Library Surveys Program Development Public Libraries Regional Programs School Libraries Shared Services Special Libraries Statewide Planning This report addresses and makes recommendations concerning key issues with respect to cooperation and resource sharing programs among different types of libraries (school, public, academic, and special) within the state of Wisconsin. The foreword to the report describes the goals of the Wisconsin Library Network Plan (WLNP). The background of library cooperation in Wisconsin at the state and area levels is reviewed; past and recent studies concerning library cooperation in Wisconsin are discussed; and the goals and objectives, research process, survey and interview results, and general issues addressed by the WLNP project are summarized. The WLNP recommendations are presented for eight categories: (1) network purposes, (2) the need for area multitype networks, (3) network services, (4) network governance, (5) geographic area boundaries for networks, (6) network participation, (7) network funding, and (8) criteria for establishing networks. Accompanying the report are a set of 23 appendices relating to specific library cooperation and network activities, and a glossary of terms and acronyms. (Author/JL)
