The document first treats the relationship between the demands of the First Amendment and parents' expectations regarding the appropriateness of certain materials for their children. Several court cases affecting the authority of a school board to review and remove materials from the school library are reviewed briefly. Following a brief exploration of the commonly held belief that certain information should be released to children only as they mature sufficiently, the document discusses "Pico v. Island Trees Union Free School District," a case in which parents sued a board of education to have books returned to library shelves. The authors recommend that school boards develop specific book procurement policies and a statement of guiding philosophy, and that these should allow citizen involvement in book removal processes.
