The handbook describes public library boards in Texas, suggested advisory board and trustee activities, library board meetings, lobbying, library volunteers, Friends of the Library groups, the relationship between the trustee and the librarian, methods for finding the best librarian, library funding, library planning and policymaking, public relations activities, open meetings, and the involvement of trustees in library associations. The issue of intellectual freedom is also discussed with statements on the freedom to read and view, a library bill of rights, and a recommendation on the confidentiality of library records provided. A map showing the Texas regional library systems and Texas Library Association districts is presented, as well as descriptions of the Texas State Library and Archives Commission and the Texas State Library Communications Network (TSLCN). Appendices comprise a selective glossary of library-related terms; sample budget and complaint forms; and three checklists covering suggestions for the organization of library boards, suggested bylaws for library boards, and the duties of a librarian in a public library.
