Cable Television Evaluation Criteria Feasibility Studies Information Dissemination Information Needs Information Networks Library Networks Program Costs Telecommunications A feasibility study was conducted to identify alternative demonstration projects which would involve multitype (academic, public, and school) libraries in using the data transmission capabilities of the Institutional Communications Network (ICN) of Storer Cable to meet the information needs of schools and communities in Boone, Campbell, and Kenton counties in Northern Kentucky. Librarians developed a joint funding request to commission the study, which identified 17 alternative applications that could be tested in a demonstration project, and an evaluation methodology to be used by librarians in selecting an alternative. The study suggested that the ICN could be used for radio relay, audiovisual distribution, security purposes, energy management and monitoring, development of a teletext relay database, library usage data collection, software distribution, sub-minute facsimile, broadcast programming, training, telephone communications, electronic message board development, computer service access, electronic mail, videotext, document delivery, or teleconferencing. It was also suggested that the most promising alternatives were locally produced television programming and a shortwave radio relay service. This document presents a summary of the initial planning process for the study funding request, the request itself (Appendix A), and the final feasibility study report (Appendix B: "The Harnish Group Report"), which contains an ICN system overview, descriptions of the demonstration project alternatives and the proposed evalution criteria, and a 43-item bibliography.
