The role of the library in meeting organizational information needs and the reasons for setting up a special library are discussed. The paper then focuses on activities to be completed during a library planning process. Activities described include inventorying materials already purchased and scattered throughout the organization, analyzing proposed facilities, assessing organizational and prospective user needs, examining available information sources in relevant subject fields, developing a written statement of library purpose and objectives, researching methods of material storage and organization, determining the suitability of subject classification and cataloging systems produced by outside agencies (such as the Library of Congress and OCLC) versus systems developed in-house, and assessing sources of interlibrary loan material. Procedures for administering the library after it is established are also described, covering the areas of material selection and acquisition, weeding, library publicity and public relations, budget formulation, recordkeeping, and the collection of library statistics required for composing annual and other summary reports.
