The first section covers organization and goals, members, and responsibilities of the administrative council and libraries. Patrons served are then defined for public libraries, academic libraries, and the State Library of Pennsylvania. A description of interlibrary loan (ILL) services includes the goal, participating libraries, host destination and responsibilities, referral to OCLC, and procedures. Topics covered for commercial, local, and online databases are costs, rates, financial obligations, responsibilities of searchers (maintenance of effort, scheduling of appointments and interviews, the search, post-search), and signon and signoff. Appendices include a table for computing SOURCE and COMPUSERVE online charges; questions and answers about commercial databases; the ODIN interlibrary loan time schedule; an ODIN directory; an ODIN search request form; a summary of facts about ODIN; ODIN structures for interlibrary loan, the local database, and for accessing commercial databases, new ILL log-in instructions; and an ODIN log sheet.
