Foster (United Kingdom) indicates different types of minorities and ways in which libraries can provide services for these people; and (4) "New Environment of Learning through School Library Media Centers in the Federal Republic of Germany," in which Andreas Papendieck (West Germany) describes the administration and services of German school libraries, including both independent libraries and those cooperating with public libraries.
