Criteria Economically Disadvantaged Library Networks Library Services Limited English Speaking Low Income Counties Physical Disabilities Public Libraries Regional Cooperation State Federal Aid Statewide Planning Unemployment Completed in accordance with the provisions of the Library Services and Construction Act (LSCA), this agreement outlines the criteria to be used in Michigan for determining adequacy of public library services and assessing programs and projects to be funded by LSCA Title I grants. Members of the Michigan Legislative Council, administrative personnel at the Library of Michigan, and the 1983-84 representatives on the LSCA Advisory Committee are listed, as well as the criteria for determining the adequacy of public library services for persons residing in areas without services or with inadequate services, disadvantaged persons residing in areas with high concentrations of low income families, persons of limited English speaking ability, persons in state institutions, physically handicapped persons, and persons and libraries using services from major urban resource libraries. Per capita personal income and the unemployment rate--criteria used to identify high concentrations of low income families--are listed for the 83 counties in Michigan. Counties qualifying as economically disadvantaged are then identified and information is provided on their participation in Michigan's 17 regional library cooperatives. It is noted that the cooperatives are heavily involved in serving economically disadvantaged areas of Michigan and that they will be given priority over local public libraries for Title I grants.
