This draft which contains a number of modifications from the current law, would expand the role of libraries as information centers for the community. While the original Library Services Act of 1957 focused on the need for geographic access to libraries, the proposed bill emphasizes access by a wide range of populations who may require special assistance and materials in order to fully utilize public libraries. On the first day, witnesses representing Native Americans told the committee how badly library services are needed for Indian people. Urban librarians, testifying on the second day, explained how the draft bill would affect libraries in the country's largest cities, and state librarians voiced their concerns about implementing a new LSCA. On the final day, the Administration's position on LSCA was given by the Assistant Secretary for Educational Research and Improvement, and a panel of witnesses presented testimony on the expanded role of libraries as community information centers, library services for the elderly, resource sharing among libraries, and the role of libraries in combating adult illiteracy.
