Budgeting Budgets College Planning Community Colleges Educational Finance Operating Expenses Program Development Resource Allocation Salaries State Colleges Statewide Planning Two Year Colleges A summary is presented of the 1985-87 community college operating budget request for the Washington State Community colleges, along with a description of the policy considerations inherent in the request and the anticipated effect of the request on community college programs. The philosophy and objectives underpinning the budget request are discussed; and the status and performance of the community college system in the areas of enrollments, instructional costs, and program offerings are reviewed. The process for establishing the level of the 1985-87 budget request is presented, along with a priority list of 15 improvement decision packages for the period in the areas of state-mandated cost increases; instructional equipment; rentals; enrollment growth; basic skills/student assessment; faculty and staff development; reduction of deferred plant maintenance; administrative computing; upgrading of institutional support; improvement of custodial and grounds maintenance; strengthening of plant security; library collections and staffing; student services improvements; instructional supplies and support staff; and reduced operations in dedicated fund areas. A rationale for and discussion of salary increases in provided, the 1985-87 operating budget request is summarized, and a target budget is offered. Appendices include financial data. (HB)
