Adoption (Ideas) Attitude Change Interlibrary Loans Interviews Library Automation Library Circulation Library Cooperation Library Networks Library Planning Library Services Observation Public Libraries Technological Advancement This paper examines the barriers to cooperation among a group of librarians and trustees in the Bergen County Cooperative Library System (BCCLS) in New Jersey as the group explored the potential advantages of a cooperative automated circulation system. This network of public libraries shares reciprocal borrowing, direct access to borrowing, and van delivery of books and materials. The paper is based on attendance at six sessions of the group's meetings, transcription of tapes of these meetings, review of the tapes, consultation of background documents, interviews with key people, and a review of the literature for guidance in identifying and comparing barriers to cooperation. Among the barriers identified and discussed are psychological barriers, lack of information and experience, traditional and historical barriers, physical and geographical barriers, and legal and administrative barriers. The group's progress is tracked through questions asked during the sessions and recorded in the minutes of BCCLS. Following a discussion of the issues addressed in these meetings, the document includes the transcripts from each of the six meetings held between December 1982 and February 1983. The meetings were led by a skilled consultant who emphasized that cooperation calls for a coordination of membership ideas and directives and a determination to resolve essentially minor differences in order to provide major benefits.
