Attention is directed to the recommendations of each sector and the regents' responses/actions. The City University of New York's 1984 master plan proposes increasing or improving student financial aid, student support systems, library resources, and scientific equipment and facilities. The twenty-five recommendations of the independent sector concern quality, access, efficient use of resources, and diversity. Recommendations of the State University of New York's 1984 master plan and regents' actions cover the following topics: mission priorities, academic programs, research, public service, the enrollment plan, capital facilities, and fiscal issues. A summary of the 1984 master plans of 28 proprietary degree-granting institutions, which was prepared by the Association of Private Degree-Granting Institutions, is also provided. Included are eight goals of proprietary institutions and objectives for achieving the goals. (SW)
