Library Planning Library Services Library Standards Long Range Planning Needs Assessment Policy Public Libraries Shared Services Staff Development State Aid State Libraries Statewide Planning This long range plan provides a framework for the establishment or expansion of programs to carry out the intent of the Library Services and Construction Act (LSCA), P.L. 95-123, as amended, in the state of Texas. It reflects input from four major sources: policies established by the Texas State Library and Archives Commission, deliberations of councils and boards created under state and federal legislation and guidelines, recommendations endorsed by membership of professional organizations of librarians, and information gathered by the staff of the Texas State Library. An introductory chapter provides a brief statement of the purpose of the plan, its development, and the Texas State Library's mission and goals. Library development in Texas is then described, and five goals are listed together with related objectives. The report concludes with a listing of program objectives and action plans based on the five goals. Eight appendices, which make up the major part of the report, provide information and/or data on library standards, status, and needs in Texas; evaluation and criteria; dissemination of LSCA criteria; the coordination of LSCA programs with institutions of higher education and public schools; policies and procedures for the allocation of Title I, Title II, and Title III funds; and a resource sharing plan.
