The first covers characteristics of Wisconsin affecting library services and includes a population profile, an examination of economic indicators, a discussion of social and governmental concerns, and a review of trends in education. A section on library service needs in Wisconsin includes discussions of: needs assessments, surveys, and plans; the resource sharing environment; service to children and young adults, college students, adults, and special users; public libraries and public library system development; public library physical facilities; and school libraries. The third section presents the 14 major goals for library service and lists objectives for each goal. The final section covers the Library Services and Construction Act (LSCA) and includes criteria for determining adequacy of library services; general LSCA policies and procedures; and LSCA projects approved for fiscal year 1985. A directory of related state governmental divisions and bureaus is included. (THC)
