Cooperative Planning Guidelines Library Administration Library Cooperation Library Networks Library Services Long Range Planning Master Plans State Libraries State Programs Statewide Planning Worksheets This long range plan was prepared to satisfy the requirements of the Library Services and Construction Act (LSCA), P.L. 98-480 and to guide the Texas State Library and Archives Commission in the fulfillment of its statutory mission. The plan provides a framework for the establishment or expansion of programs to carry out the purposes mandated by the state and federal governments. The first four chapters provide an overview of the Statewide Library Development Program of the Texas State Library, including an assessment of the current situation of libraries in Texas and the goals and objectives for improving library services in Texas in coming years. More detailed information on the Library Development program is provided in the appendices, which include: Resource Sharing Plan for fiscal years 1986-1988; Evaluation and Criteria (for projects included in the annual program); Dissemination of LSCA Information; Coordination of LSCA Programs with Institutions of Higher Education and Public Schools; and policies and procedures for the allocation of Title I, Title II, and Title III funds.
