Advisory Committees Federal Programs History Information Needs Information Networks Library Cooperation Long Range Planning National Programs Program Descriptions Rural Areas This report begins with an executive summary and an introduction; the introduction provides a brief statement about the innovative process which led to the proposal to establish a National Advisory Board on Rural Information Needs (NABRIN) in the U.S. Department of Agriculture (USDA). A background statement gives an overview of the many problems in rural America and how the information age is passing it by. It concludes with a list of 11 important information imperatives for rural America. Cooperative national planning to meet rural information needs is discussed in some detail, with the emphasis on the four years of effort by the commission to focus national attention on the information needs of the nation's rural areas, and how this effort led to the proposal to establish NABRIN. The heart of the report is the proposed charter for NABRIN, which would establish a 20-member commission in the USDA to advise and assist the Secretary of Agriculture in focusing national attention on rural information needs, and in the development of policies, strategies, and action programs responsive to these needs. Lists of the planning committee and commission members are included. Appendices include a list of members of the planning board for NABRIN; a roster of commissioners; the resolution establishing the NABRIN planning committee; significant portions from Public Law 91-345; and Chapter 55 of the Code of Federal Regulations: "U.S. Department Of Agriculture."
